Conditions to become a Vietnamese citizen
The Government’s Decree No. 191/2025/ND-CP regulates detailed implementation of several articles of the Law on Vietnamese Nationality.
Under the Government’s Decree No. 191/2025/ND-CP, dated July 12, 2025, detailed implementation of several articles of the Law on Vietnamese Nationality has been regulated, according to the Government News.
The decree regulates the following conditions to become a Vietnamese citizen:
1. Fluent Vietnamese, enough to integrate into the Vietnamese community;
2. Residing in Vietnam for five years up to the time of Vietnamese naturalization and having been granted with Residence Card; and
3. Being able to ensure a living in Vietnam of a person applying for Vietnamese nationality. This shall be proven by the person's assets, legal source of income or the guarantee of an organization or individual in Vietnam.
Additionally, following special cases can be subject to consideration:
1. Individuals with special merit to the cause of national development and protection shall be considered for Vietnamese naturalization.
Accordingly, a person with special merit to the cause of building and defending the Fatherland of Vietnam must be a person who has been awarded a Medal or other noble title by the State of the Democratic Republic of Vietnam (1945-1975), the Provisional Revolutionary Government of the Republic of South Vietnam (1969 – 1975), the State of the Socialist Republic of Vietnam, or has had such special contributions confirmed by a competent authority of Vietnam based on records, opinions of relevant agencies and organizations, and provisions of specialized laws.
2. Individuals beneficial to the Socialist Republic of Vietnam, including:
- Persons with outstanding talents in the fields of science, technology, innovation, digital transformation, economics, law, culture, arts, sports, education and other fields;
Recognition may come from relevant ministries, or through international awards, orders, and medals. Their contributions must show potential for long-term, meaningful impact on Vietnam's development.
- Entrepreneurs or investors who are individuals doing business or investing in Vietnam, and have been confirmed by a ministerial-level agency that they will make positive and long-term contributions to national development.
Vietnamese citizens with dual citizenship can be recruited:
The decree also specifies that State agencies shall decide to recruit Vietnamese citizens with dual citizenship, provided their appointment serves the interests of the State.
