PM seeks special mechanism to boost HCMC’s development

Prime Minister Pham Minh Chinh has asked relevant ministries and agencies to create mechanisms and policies to help promote the role of Ho Chi Minh City as a locomotive of Vietnam’s economy.

Speaking at a meeting on February 27 to discuss a draft resolution on the city’s development, the Prime Minister said the resolution should be created in a spirit of removing obstacles relating to institutions, mechanisms, policies, resources, authorization, and implementation, and create breakthroughs in public-private cooperation, mobilizing resources not only for infrastructure development but also for other sectors.

Other areas of focus are giving the city more authority and balancing resource allocation; improving implementation capacity and inspections and supervision; and promoting innovation in science and technology, digital and green transformation, the circular economy, education and training, and attracting human capital.

The draft resolution aims to develop specific policies and frameworks that will serve as effective legal guidelines to utilize the city’s strengths and address bottlenecks in its socio-economic development.

It specifies several policies and mechanisms for the city’s growth that are under the jurisdiction of the National Assembly, which include finance and budgets, environmental resources and urban management, priority sectors for strategic investment, science and technology and innovation management, and the organizational structure of Ho Chi Minh City and its Thu Duc city.
