HCM City's Ring Road 4 expected for completion by the end of 2028

Prime Minister Pham Minh Chinh has requested for measures to accelerate the project investment and construction.

Prime Minister Pham Minh Chinh has requested relevant ministries, agencies and localities to take more measures to accelerate the construction of Ho Chi Minh City’s Ring Road 4 in order to complete the whole project by the end of 2028.

The Government Office has issued an announcement  conveying the directive of Prime Minister Pham Minh Chinh regarding the progress of the project investment and construction following the HCM City’s submission of the project’s feasibility study.

The PM asked to complete compensation, support and resettlement work by June 2026.

According to the documentation submitted by the HCM City authorities in May, the Ring Road 4 project begins at Phu My Commune, Tan Thanh District, Ba Ria - Vung Tau Province, and ends at the North-South arterial road in the Hiep Phuoc Port area, Nha Be District, HCMC.

The route spans approximately 159.31 km, passing through HCMC (over 20 km) and the neighboring provinces of Ba Ria - Vung Tau (18 km), Dong Nai (46 km), and Long An (74.5 km).

The 47.95 km section through neighboring Binh Duong province will be executed independently as a separate investment, under the investment policy approved by the Binh Duong Provincial People's Council.

The total investment capital for the project (phase 1) is over VND122.77 trillion (over $4.76 billion), excluding the section in Binh Duong Province.
