Quang
Tri province in central Vietnam is actively striving to leverage its logistics advantages with the
goal of establishing a Free Trade Zone (FTZ).
This initiative aims to stimulate
economic development and enhance the province's competitiveness within regional
and global value chains.
This
information was presented at a scientific workshop titled "Free Trade Zone
Models in Some Countries Worldwide - Common Lessons for Quang Tri" held on
August 28.
In
his opening remarks, Mr. Ho Dai Nam, former Head of the provincial Committee
for Information and Education said “In the context of deep integration,
establishing an FTZ is an inexorable step, helping to reposition the province's
role in the global value chain. Indeed, Da Nang has already received Prime
Ministerial approval for a pilot FTZ, and the National Assembly has just issued
a resolution allowing Hai Phong to proceed with its own.”
Ms.
Nguyen Thi Tra Giang from the Ministry of Industry and Trade said that FTZs
have become a strategic solution in many countries to enhance competitiveness,
attract high-quality investment, and promote institutional reform.
For
successful implementation in Vietnam, including Quang Tri, four key issues should
be taken into consideration: proactively proposing and developing an FTZ scheme
suited to local conditions; investing strongly in on-site infrastructure and
services; innovating management methods and improving the operational capacity
of the local government; and actively attracting and connecting domestic and
international businesses.
Dr.
Vu Hoang Manh Trung, Academy of Public Administration and Governance, suggested
that when developing the FTZ master plan, Quang Trị should clearly define
priority industries with global competitive advantages. He emphasized the need
for synchronized support from the central government to ensure the FTZ has
sufficient authority and resources. Furthermore, the model should integrate
urban elements and high-quality services, becoming a "liveable place"
to retain talent and international experts.
With
three international land border gates – Lao Bao, La Lay, and Cha Lo; two
deep-water seaports – Hon La and My Thuy; along with a transportation system
directly connecting the East-West Economic Corridor, Quang Tri possesses
favorable conditions for developing cross-border trade and logistics.
Additionally, the energy supply, especially from renewable
energy and wind power, LNG gas power projects, is being promoted, further
increasing the locality's attractiveness to investors in global production and
supply chains.
