Bac Ninh debates support for businesses displaced by pollution
These efforts aim to ensure environmental protection in the industrial and handicraft development sectors, comply with urban regulations, and meet future development needs.
At its January 2025 meeting, the People's Committee of northern Bac Ninh province discussed and provided feedback on a draft regulation for supporting production facilities, including those of cooperatives, businesses, households, and individuals, which will have to cease operations or to relocate due to environmental pollution, with a target period until 2030.
The discussions focused on providing relocation cost support and bank loan interest rate subsidies for paper production facilities located in residential areas and industrial clusters in Phong Khe Ward (Bac Ninh City) and Phu Lam Commune (Tien Du District).
Metal recycling facilities in Van Mon Commune (Yen Phong District) that voluntarily relocate to industrial parks, industrial clusters, or change professions were also included in the support policies.

Chairman of the provincial People's Committee Vuong Quoc Tuan emphasized that the three craft communes have been named as significant pollution sources which must be addressed decisively.
The People's Committee requested the drafting agency to revise the name, scope, and target beneficiaries of the resolution; and to adjust the maximum support level to no more than VND200 million ($7.890) for facilities that cease operations in residential areas in Van Mon, and no more than VND300 million ($11.835) for facilities that cease operations in the Man Xa Industrial Cluster (Van Mon) and production facilities in the Phu Lam and Phong Khe industrial clusters.
Facilities currently violating land use regulations or encroaching on land will not be supported. Additionally, production facilities that have received administrative fines must fully comply with the penalties before receiving any support.
