Vietnam attends 17th BRICS Summit as a partner country

Prime Minister Pham Minh Chinh attended the high-level discussion on “Strengthening Multilateralism, Economic–Financial Issues, and Artificial Intelligence” at the expanded BRICS summit 2025 held in Rio de Janeiro on July 6 (local time).

The Vietnamese Prime Minister was quoted by the Government News as calling on BRICS and Global South countries to take the pioneering role in revitalizing multilateral cooperation.

He also called on BRICS and Global South countries to remain steadfast to dialogues and cooperation on the basis of the fundamental principles of the United Nations Charter and international laws.

He urged BRICS to proactively join efforts to promote the reform of global institutions such as the United Nations, International Monetary Fund, World Bank, and World Trade Organization to meet the real needs of developing countries while enhancing South-South cooperation, connectivity, trust building and cooperation between developed and developing countries.

BRICS and Global South countries need to expand market access, promote supply chain connectivity, mobilize and share resources, assist each other in technology transfer and human resource training for projects in the fields of healthcare, education, digital infrastructure, green conversion and climate change adaptation, the Vietnamese leader emphasized.

He also called on BRICS and Global South countries to pioneer in utilizing artificial intelligence (AI) to serve people instead of replacing people. BRICS should work with other multilateral institutions to promote the formulation of a fair, secure, safe and accessible global AI governance system.

Prime Minister Chinh affirmed Vietnam will work with the international community to build a fair, inclusive and sustainable global governance system.

Guided by the motto "Strengthening Global South Cooperation for More Inclusive and Sustainable Governance", Brasil's 2025 BRICS Presidency will focus on two priorities: the Global South Cooperation and BRICS Partnerships for Social, Economic and Environmental Development.

Within the framework of these priorities, Brasil proposes to focus political attention on six core areas:

- Global Health Cooperation: encourage real cooperation projects among BRICS nations to promote sustainable and inclusive development in various sectors, particularly in health, to ensure access to medicines and vaccines; launch the BRICS Partnership for the Elimination of Socially Determined Diseases and Neglected Tropical Diseases.

- Trade, Investment and Finance: consider the governance and reform of financial markets, local currencies, and payment instruments and platforms as a means of increasing and diversifying trade, financial and investment flows; advance the Partnership for the New Industrial Revolution and adopt the 2030 Strategy for the BRICS Economic Partnership.

- Climate change: adopt a BRICS Climate Leadership Agenda, including a Leaders' Framework Declaration on Climate Finance aimed at guiding structural change in the financial sector.

- Artificial Intelligence Governance: promote inclusive and responsible international governance of artificial intelligence in order to unlock the potential of this technology for social, economic and environmental development.

- Multilateral Peace and Security Architecture: promote a global reform of the multilateral peace system and security architecture in order to ensure effective action in dealing with conflicts, preventing humanitarian disasters and preventing the outbreak of new crises; rebuild mutual trust and understanding, resume diplomacy and promote peaceful solutions to conflicts and disputes.

- Institutional Development: improving the structure and cohesion of the BRICS.
