Prime Minister holds talks with visiting Chinese Premier

Prime Minister Pham Minh Chinh held talks with Chinese Premier Li Qiang in Hanoi on October 13, according to a report from the Government News.

At the talks, PM Chinh warmly welcomed Premier Li on his first official visit to Vietnam, expressing his belief that the visit will be a success, which would help spread the positive effect of the two countries' determination to further advance the bilateral relations in an increasingly effective, practical, and comprehensive manner, to the two sides' ministries, agencies and localities, thus contributing to peace, stability, cooperation and development in the region and the world.

In a sincere, friendly and open atmosphere, the two sides briefed each other about recent developments of each Party and country, reviewing the implementation of the common perceptions and cooperation agreements between the two countries.

Both sides agreed on major measures to promote the implementation of the six major orientations and the building of the Vietnam-China community for a shared future that carries strategic significance agreed by the two countries' top Party and State leaders during recent visits, including the State visit to China by Party General Secretary and State President To Lam in August 2024.

PM Chinh congratulated China on the 75th anniversary of China's national day as well as the great achievements gained by the Party, Government and people of China over the past 75 years.

He affirmed Vietnam always attaches importance to consolidating and developing the friendship and cooperation with China, considering it as the consistent guideline, subjective requirement, strategic choice and top priority of Vietnam's foreign policy.

Premier Li conveyed the greetings from Party General Secretary and President Xi Jinping and other senior Chinese leaders to Party General Secretary and State President To Lam, Prime Minister Pham Minh Chinh and Chairman of the National Assembly Tran Thanh Man.

China highly values the relations with Vietnam, always regarding Vietnam as a priority in its neighborhood diplomacy, Premier Li affirmed.

The two leaders were pleased to witness the important and encouraging progress of the two countries' relations over the past time, with consolidated political trust and close exchanges and contacts at all levels among prominent features.

Cooperation across various fields has brought back concrete outcomes, particularly the two-way trade increased by 21.9 per cent year-on-year in the first nine months of this year while tourism cooperation bounced back strongly with 2.9 million Chinese nationals visiting Viet Nam in January-September period.

For future cooperation, the two sides agreed to effectively implement the common perceptions reached by the two countries' senior leaders; continue consolidating political trust and regularly maintaining meetings at all levels; promote cooperation mechanisms, especially in the fields of diplomacy, national defense and security; foster cooperation in key areas; and enhance people-to-people exchanges to solidify social foundations for the development of the Vietnam-China relations.

Both sides agreed to continue close cooperation and mutual support at multilateral mechanisms and forum and work together to well manage the land border line

The two sides agreed on official operation of the landscape site of Ban Gioc (Vietnam) - Detian (China) Waterfalls from October 15, 2025.

PM Chinh urged the two sides to quickly complete procedures for early opening of the Vietnamese Consulate General in Chongqing, further foster trade cooperation and accelerate market opening process for Vietnamese agricultural products

The Vietnamese leader called on China to create favorable conditions for Vietnam to open trade promotion office in Haikou in 2024 and in Chengdu (Sichuan) and Nanjing (Jiangsu) in the future, speed up custom clearance at border gates, and coordinate in putting forward new models for cross-border economic cooperation.

Regarding transport connectivity, PM Chinh suggested both sides coordinate to effectively implement railway cooperation agreements and develop railway industry.

The Vietnamese leader asked the Chinese side to provide preferential loans, transfer technologies and assist Vietnam in training workforce to operate the three standard gauge rail lines connecting with China: Lao Cai-Ha Noi-Hai Phong, Lang Son-Ha Noi, and Mong Cai-Ha Long-Hai Phong.

On investment cooperation, PM Chinh suggested the two countries cooperate in carrying out mega and high-tech projects of Vietnam's demand and China's strength, such as renewable energy, auxiliary industry, electric vehicles, international financial center, free trade zones, smart urban development, digital economy, green economy, and circular economy.

He also called on both sides to step up cooperation in the fields of finance, banking, science and technology, education, culture, tourism and environmental protection, hydro-meteorological and cross-border water resource data sharing, sustainable management and use of Mekong-Lancang water resources.

Regarding maritime issue, the two sides engaged in sincere and frank discussion  and agreed to continue to seriously realize the common high-level perceptions and the Agreement on basic principles guiding the settlement of sea-related issues, satisfactorily control differences while actively seeking fundamental and long-term solutions accepted by both sides in accordance with the Agreement on basic principles guiding the settlement of sea-related issues, international law, including the UN Convention on the Law of the Sea, take no actions that may complicate the situation, work together to maintain stability at sea.

PM Chinh called on the two sides to respect each other's the legitimate rights and interests, settle disputes and differences through peaceful means in line with international law, especially the 1982 UN Convention on the Law of the Sea, so as not to let the East Sea issue affect political trust between the two sides and hurt the affection and trust of the people of the two countries.

Following the talks, PM Chinh and Premier Li witnessed the signing of 10 cooperation deals between the two countries in the  fields of transport connectivity, customs, education, trade in agricultural products, journalism and banking.
