Many fees and charges on transportation businesses cut from October
The Ministry of Finance has issued Circular No. 59/2022/TT-BTC stipulating a number of fees and charges. Many types of transportation business fees will be cut by 20-50 per cent. The Ministry of Finance said the reduction of fees and charges aims to help transportation businesses overcome difficulties in the context of rising fuel prices and contribute to cutting business costs. Circular No. 59 takes effect from October to the end of the year.

New regulations on inland waterway works
The Ministry of Transport has issued Circular No. 21/2022/TT-BGTVT stipulating the management and maintenance of inland waterway infrastructure works. The Circular applies to organizations and individuals involved in the management and maintenance of inland waterway infrastructure works and takes effect from November 1.

New Circular from SBV on international bond issuances
The State Bank of Vietnam (SBV) has issued Circular No. 10/2022/TT-NHNN stipulating procedures for registration and changes to the volume of non-government-guaranteed bonds issued to the international market by enterprises. Other content is in regard to foreign exchange management relating to foreign loans in the form of bond issuances to the international market complying with regulations on foreign borrowing and repayment by enterprises.

Content added to Circular on environmental protection in civil aviation
Additions have been made to a draft Circular regulating environmental protection in civil aviation activities such as airports, which are required to build an environmental management system (EMS). Notably, aviation enterprises must have a plan to convert to electric vehicles and develop suitable infrastructure for new vehicles.

Imports of vehicles for non-commercial purposes tightened
The Ministry of Finance has issued a new Circular that will tighten the importation of motor cars and motorbikes for non-commercial purposes, in order to prevent false declarations of import value to prevent tax losses. The Circular will take effect from September 10.
