Many localities are announcing the auction of land use rights as the end of the year approaches. Northern Nam Dinh province will auction 74 land plots, the central highlands’ Dak Lak province 52 land plots, and northern Quang Ninh province 17 land plots. These auctions are being conducted openly, honestly, and equally, and protecting the legitimate rights and benefits of participating parties.
Prime Minister Pham Minh Chinh has said that, over the past year, the government and localities have spent more than VND86 trillion ($3.54 billion) on supporting over 56 million people facing difficulties due to the pandemic and also over 730,000 employers. But in order for the poor to sustainably escape from poverty, it is necessary to create appropriate mechanisms and policies and to secure the active participation of domestic and foreign enterprises and the support of international partners.
Evaluating the draft national airport planning, analysts believe there have been miscalculations on passenger forecasts in localities. The evaluation criteria and scoring scale both lack basis, leading to airport rankings exhibiting shortcomings.
According to the Ministry of Finance (MoF), the speed of public investment disbursement is accelerating, reaching 46.7 per cent of the plan by the end of September, or nearly VND253 trillion ($10.7 billion). However, 39 of 51 ministries and branches and 22 out of 63 cities and provinces have a disbursement rate at below the national average, of which 14 ministries and branches have disbursed less than 20 per cent of the plan.
The Ministry of Labor, Invalids and Social Affairs (MoLISA) has said that Vietnam’s labor market is experiencing uneven development and an imbalance in supply and demand between localities and sectors. Many localities boast industrial parks and export processing zones but only have a small population and workforce. Other localities are focusing on attracting investment but are not capable of handling larger numbers of workers.
Figures show that as of August 25, local social insurance agencies had provided support from the Unemployment Insurance Fund to more than 339,000 employees totaling more than VND963 billion ($40 million). Nineteen of Vietnam’s 63 cities and provinces have completed implementing the support package from the Unemployment Insurance Fund.
To implement the provisions of the Law on Housing, the Ministry of Construction is urging localities to urgently build and approve the housing development program for the 2021-2030 period. There are currently a number of localities that have reversed the process by not approving the housing development plan before the housing development program.
The Prime Minister has issued a Decision allocating targets for land use planning in the 2021-2030 period and a five-year national land use plan for 2021-2025 for all 63 cities and provinces, the Ministry of National Defense, and the Ministry of Public Security. In Hanoi and Ho Chi Minh City, the use of agricultural land will decrease gradually, while non-agricultural land and urban land will increase gradually.
