Government sets the stage for Da Nang free trade zone development
The decision requires the local authorities to complete the project proposal and establishment dossier for the Da Nang Free Trade Zone by December 2024
Deputy Prime Minister Nguyen Hoa Binh has signed a decision assigning tasks to implement National Assembly Resolution No. 136 on the organization of urban government and piloting specific mechanisms and policies for the development of Da Nang city, according to the Voice of Vietnam.
The decision requires the Da Nang city People's Committee to complete the project proposal and establishment dossier for the Da Nang Free Trade Zone by December 2024. The dossier will then be submitted to the Ministry of Planning and Investment for appraisal and subsequent submission to the Prime Minister for approval.
The Ministry of Planning and Investment will lead the appraisal process from the fourth quarter of 2024 to the first quarter of the following year.
The Da Nang city People's Committee will prepare a draft Prime Ministerial decision to add the management functions of the Da Nang Free Trade Zone to the Management Board of the High-Tech Zone and industrial parks in Da Nang. This decision will be submitted to the Ministry of Home Affairs for appraisal, which must be completed by the fourth quarter of 2024.
The Ministry of Finance will lead the issuance of documents regulating customs procedures, inspection, and supervision for goods entering and leaving the Da Nang Free Trade Zone. Additionally, it will issue documents regulating and guiding the application of preferential regimes in customs procedures, inspection, and supervision for exported and imported goods of enterprises in the zone.
The Ministry of Industry and Trade will study the delegation of authority to the Management Board of the High-Tech Zone and industrial parks in Da Nang to issue various types of Certificates of Origin for goods produced in functional areas of the Da Nang Free Trade Zone.
