Hanoi proposes building tunnels at two Ring Road 3 intersections

Hanoi has proposed building two underground tunnels, at the intersections of West Thang Long and Hoang Quoc Viet with Ring Road No. 3, invested with medium-term public investment capital totaling VND2 trillion ($87.1 million).
