At a national conference on law and resolution implementation jointly held by the Government and the NA Standing Committee on July 30, which was connected to sites in all the 63 cities and provinces nationwide, Prime Minister Pham Minh Chinh asked ministries, agencies and localities to step up the implementation of laws and resolutions passed by the 15th National Assembly, according to a report from the Vietnam News Agency.

In his closing remarks, the PM emphasized that suitable institutions will create motives for national development, saying they should pave the way for development breakthroughs, and maximize potential and creativity to serve industrialization, modernization and international integration.

He pointed to the need to establish a legal framework to promote the role of stakeholders; mechanisms and policies to mobilize and allocate resources; a healthy, fair, transparent and effective playground; a suitable legal framework to facilitate international integration; and effective operation mechanisms.

The PM said the Government has coordinated with the NA Standing Committee and other relevant agencies in law and resolution implementation, adding that the Government has asked ministries, agencies and localities to ensure resources for the work, with attention paid to personnel training.

Efforts have also been made to speed up the compilation and issuance of documents detailing the implementation work, and step up the communications work in this regard, he continued.

Noting some limitations in institution and law building, perfection and implementation, as well as the information work, the PM urged greater efforts and more drastic actions, with “enhancements” in law building progress and quality, legal review, coordination between agencies, and law dissemination.

He also ordered tightening disciplines, and promoting the responsibility of heads of agencies, as well as the role of civil servants in this regard, while increasing inspections and supervisions to promptly prevent and resolutely handle corrupt acts.

Ministries, agencies and localities were also asked to pay due heed to administrative procedures, saying cities and provinces need to work out plans on law and resolution implementation, and realize their assigned tasks, especially those supplemented in laws, resolutions, mechanisms and special, pilot policies in localities.

Expressing his approval for the building of a law amending others, the PM asked the Party Civil Affairs Committee of the Government and the Party delegation of the NA to coordinate more closely, regularly, inclusively and effectively.

He also suggested NA Committees and deputies continue their close coordination with the Government, ministries and agencies from the first steps of law building, ensuring feasibility of legal regulations.

The Vietnam Fatherland Front Central Committee and its member organizations were urged to raise opinions on the building and issuance of legal documents, and popularize laws by suitable measures, along with enhancing supervisions and social criticism.
