Quang Ninh tops public administration reform
Northern province has secured top position for four consecutive years.
Northern Quang Ninh province led the way in the Satisfaction Index of Public Administration Services (SIPAS) and the Public Administration Reform Index (PAR Index) in 2022.
The results were released at an online meeting of the government’s Steering Committee for Administrative Reform on April 19.
With a rate of 87.59 per cent, the province held the leading position in SIPAS for the fourth consecutive year, followed by Thai Nguyen, Ca Mau, Binh Duong, and Thanh Hoa provinces.
The SIPAS is measured at city and provincial People’s Committees in Vietnam’s 63 cities and provinces. It provides a set of indicators reflecting assessments, satisfaction, and expectations of people and organizations regarding 16 public services, such as granting / licensing / certifying land use rights, the environment, driving licenses, transport, construction, legal assistance, business licenses, and labor and social welfare.
Quang Ninh also ranked first in the PAR Index, with 90.1 points, followed by Hai Phong, Hanoi, Bac Giang province, and Da Nang.
The PAR Index provides a practical and objective evaluation of administrative reform efforts at 17 ministries and ministerial-level agencies and the People’s Committees of the 63 cities and provinces.
