Truong Hai Group (Thaco) has proposed to study the Ben Thanh – Thu Thiem – Long Thanh metro line in Ho Chi Minh City.

Thaco noted that in Ho Chi Minh City's People's Committee has issued a plan to develop 355 km of urban railway between now and 2035, following the National Assembly's Resolution No. 188/2025/QH15, which provides for the pilot implementation of certain special mechanisms and policies for the development of the urban railway network in Hanoi and Ho Chi Minh City.

Among these, two key routes have been identified: Metro Line No. 2 (the Tham Luong - Ben Thanh and Ben Thanh - Thu Thiem sections) and the Thu Thiem - Long Thanh railway line which will connect Thu Thiem Station in Ho Chi Minh City to Long Thanh in the neighboring province of Dong Nai.

THACO proposes that the planning of these two metro and railway routes incorporate comprehensive integration with the Transit-Oriented Development (TOD) model. The TOD areas would be designed as multifunctional zones, seamlessly combining public transport systems with commercial and service spaces, public utilities, green parks, and high-density residential areas.

Based on this planning direction, THACO has proposed to conduct a study on investment feasibility for the above projects, either under an EPC (Engineering, Procurement, and Construction) general contractor model, or through direct investment in accordance with the Law on Investment.

THACO also recommends being permitted to conduct a parallel study—for no more than three months from the time the City approves the proposal—to develop a master plan. 

The Group has committed to conducting the research with urgency and rigor, ensuring that it will not affect the groundbreaking timeline for Metro Line No. 2 scheduled for the end of this year or the Thu Thiem–Long Thanh railway, slated to begin construction in Q4 2026, as planned by the City.

After the study completed, if THACO is not selected as the investor, it pledges to hand over all research results to the City and will not request any reimbursement for the costs incurred.
