The Ministry of Labour, Invalids and Social Affairs is drafting a Prime Ministerial Decision on a pilot project aimed at streamlining the processes, integration, and provision of procedures for issuing work permits to foreign workers in Vietnam and issuing judicial record certificates.

The Ministry proposes the pilot project to be firstly implemented in the centrally-run cities of  Hanoi and Hue, and  the province of Ba Ria - Vung Tau, which are located in the North, Central, and South regions of the country, respectively.

The purpose of drafting the Prime Ministerial decision is to institutionalize the policies and directives from the Prime Minister as outlined in his Decision No. 206/QD-TTg issued in 2024, which had approved a list of priority online public service groups for streamlined restructuring of processes, integration, and provision on the National Public Service Portal.

It is also aimed to implement key tasks and solutions to improve the business environment, enhance national competitiveness, and build harmonious, stable, and progressive labor relations in the new context.

Simultaneously, the project aims to create favorable, convenient conditions that align with international practices and the realities of Vietnam, ensuring they meet the requirements of state management and the demand for the development of high-quality human resources in the future.

The project will facilitate agencies, organizations, and businesses in simplifying administrative procedures when recruiting foreign workers to work in Vietnam.

The draft clearly outlines the procedures for issuing work permits to foreign workers and issuing judicial record certificates.
