A nearly $14.5 - million resort project in central Quang Tri province halted

Investor pulls out as it failed to overcome challenges related to land acquisition, finances, and market conditions.

After nearly five years since its initial investment approval, the Ai Tu Lake Eco-Tourism and Resort Project in central Quang Tri province has officially ceased operations, facing a series of challenges related to land acquisition, finances, and market conditions.

The province's Department of Finance has announced the termination of the project, originally led by Sam Cam Investment Joint Stock Company.

Located in Trieu Phong district, the project received investment approval from the Quang Tri People's Committee on July 28, 2020. The total investment capital was set at VND377 billion (nearly $14.5 million), with a land area of approximately 70 ha.

Initially envisioned as a large-scale resort destination, the project aimed to integrate various service utilities to attract both domestic and international tourists. According to its original timeline, construction was set to begin in early 2021 and be completed by the first quarter of 2023. However, persistent obstacles—particularly in site clearance—hindered progress.

A major challenge stemmed from the fact that the project did not fall under State-acquired land regulations, requiring the investor to negotiate directly with local households to acquire land use rights, further complicating the development process.
