On October 5, in Hanoi, Electricity of Vietnam (EVN) and Japan’s JERA Corporation signed an MoU on cooperation aimed at reaching carbon reduction goals.

The signing ceremony was attended by Mr. Tran Dinh Nhan, Presient and CEO of EVN, Mr. Nguyen Tai Anh, Deputy CEO of EVN, and Mr. Toshiro Kudama, Senior Managing Director of JERA Japan.

At COP26, Vietnam committed to a net-zero emissions target by 2050, presenting significant challenges for the country’s energy sector, especially electricity generation. This involves ensuring energy security and providing stable electricity supply for economic and social development, while also fulfilling commitments to reduce carbon dioxide emissions and minimize the environmental impact from power generation activities.

Under Vietnam’s Power Development Plan VIII (PDP8), by 2045, despite a significant increase in the proportion of renewable energy sources, including hydropower, in the overall energy mix, and with no new coal-fired power plants constructed after 2030, there is still expected to be more than 30 GW of operational coal-fired power and over 39 GW of LNG-based power capacity.

Given this, Mr. Nhan noted that EVN seeks solutions to reduce carbon dioxide emissions from existing coal-fired power plants by improving efficiency, transitioning to biomass and co-firing ammonia, and exploring carbon capture and storage technologies. However, Vietnam currently faces limitations in technology, experience, and financial resources, making it crucial to maximize opportunities for technology transfer and financial support from developed countries, especially in carbon reduction technologies like Japan.

EVN leaders also expressed a hope that JERA would continue supporting the sustainable development of Vietnam’s electricity sector in the new context while enhancing long-term cooperation between the two entities.

EVN and JERA will work together to develop an action plan to implement specific cooperative activities, including establishing carbon reduction pathways for coal-fired power plants, building an overall carbon reduction roadmap for EVN, and researching the application of carbon reduction technologies, ammonia co-firing, and hydrogen technologies for existing coal-fired power plants operated by EVN.
