Management areas of Prime Minister and Deputy Prime Ministers

Prime Minister Pham Minh Chinh has signed Decision No. 401/QD-TTg specifying the management areas of the Prime Minister and Deputy Prime Ministers, according to the Government News.

1- Prime Minister Pham Minh Chinh

a) Comprehensively leading and managing all activities within the functions, tasks and powers of the Government;

b) Overseeing and directing: The Ministry of National Defense, the Ministry of Public Security, the Vietnam News Agency, the Vietnam Television, and Radio the Voice of Viet Nam;

c) Directly overseeing the following areas;

- National socio-economic development strategies and plans,

- National finance, credit, monetary strategies and policies; orientations for using State budget,

- National defense, security and diplomacy strategies,

- Personnel, organizational structure, administration reform, administrative boundaries works, general issues related to emulation and reward work, and

- Coordination between the Government and agencies of the Party, the National Assembly, the President, the Viet Nam Fatherland Front Central Committee, and socio-political organizations; and

d) Acting as: Chairman of the State Steering Committee for the East Sea and Islands; Chairman of the National Committee for E-government; Chairman of the Central Emulation-Reward Council; Head of the State Steering Committee for key national transport works and projects; Head of the Steering Committee for key national railway works and projects; Head of the Steering Committee for Nuclear Power Plant Construction; Head of the Steering Committee for National Cyber Safety and Security; and Head of the Government's Steering Committee for Administration Reform.

2- Standing Deputy Prime Minister Nguyen Hoa Binh

a) Acting as Standing Deputy Prime Minister;

b) Overseeing and directing: The Ministry of Home Affairs, the Government Inspectorate, and the Government Office;

c) On behalf of the Prime Minister, directly overseeing the following areas:

- Crime prevention and combat,

- Corruption, wrongdoings and wastefulness prevention and combat; inspection and settlement of complaints and denunciations,

- Regular issues related to emulation and reward, and administration reform,

- Amnesty,

- Judicial reform; coordination between the Government and the Supreme People's Court and the Supreme Procuracy,

- Labor, employment, people with meritorious services to the nation, gender equality,

- Issues related to regional and international financial centers in Vietnam,

- Fixing obstacles related to inefficient projects, and

- Approving investment policies; directing, inspecting and settling issues arising in projects under his assigned management areas;

d) Acting as: Head of the Steering Committee for Crime Prevention and Combat; Head of the Steering Committee for removing obstacles against inefficient projects; Chairman of other councils, national committees, steering committees under his management areas; and

e) Acting on behalf of the Prime Minister when the Prime Minister is absent and authorized by the Prime Minister

3- Deputy Prime Minister Tran Hong Ha

a) Overseeing and directing: The Ministry of Construction and the Ministry of Agriculture and Environment;

b) Directly overseeing, directing the following areas:

- Transport, transport order and safety,

- Construction,

- Natural resources and environment, climate change,

- Agriculture and rural development, flood and storm prevention and control, search and rescue,

- Poverty alleviation,

- Key national capital construction works and projects in the assigned management areas,

- Economic zones, industrial parks, processing zones,

- General bidding mechanisms and policies,

- National Target Program on Sustainable Poverty Reduction for the period 2021-2025, National Target Program for New-style Rural Development for the period 2021-2025, and

- Approving investment policies; directing, inspecting and settling issues arising in projects under his assigned management areas;

c) Acting as: Chairman of the National Council for Water Resources, Chairman of the Vietnam Sub-committee of the Vietnam-Russia Inter-governmental Committee; Chairman of the National Traffic Safety Committee; Chairman of the National Aviation Security Committee; Chairman of the Vietnam National Mekong Committee; Head of the Central Steering Committee for implementation of three national target programs on new-style rural development for 2021-2025 period, sustainable poverty reduction for 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for 2021-2030; Head of the Central Steering Committee for housing and real estate market policies; Head of the Central Steering Committee for Natural Disaster Prevention and Control; Head of the National Steering Committee for Green Growth; and Chairman of other national councils, committees, steering committees under his assigned management areas; and

d) Performing other tasks delegated by the Prime Minister.

4- Deputy Prime Minister Le Thanh Long

a) Overseeing and directing: The Ministry of Justice, the Ministry of Education and Training, and the Ministry of Health;

b) Directly overseeing and directing the following areas:

- Institutional building, building of socialist rule-of-law State,

- Handling international disputes, complaints,

- Education and training, vocational training,

- Social issues; drug rehabilitation management work; implementation of the National Target Program for Drug Prevention and Combat through 2030,

- Healthcare, population, families and children, and

- Approving investment policies; directing, inspecting and handling issues arising in projects under his assigned areas;

c) Acting as: Chairman of the National Council for Education and Human Resource Development; Charmin of the Central Defense-Security Education Council; Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control; Head of the Central Steering Committee for Food Hygiene and Safety; and Chairman of other national councils and committees under his assigned management areas; and

d) Performing other tasks assigned by the Prime Minister.

5- Deputy Prime Minister Ho Duc Phoc

a) Overseeing and directing: The Ministry of Finance, the State Bank of Vietnam, the Bank for Social Policies, the Vietnam Development Bank, and the Deposit Insurance of Vietnam;

b) Directly overseeing and directing the following areas:

- Planning and investment, macro-economic management,

- Finance, pricing, currency, banking; capital market, securities market, financial investment sources, State reserve,

- State budget spending, financial reserve fund, foreign reserve fund and other State's funds, issuance of Government bonds,

- Salary and social insurance policies,

- Rearrangement and innovation of State-owned enterprises,

- General mechanisms and policies for public property management; and

- Approving investment policies; directing, inspecting and handling issues arising in projects under his assigned management areas;

c) Acting as: Chairman of the National Financial and Monetary Policy Council; Chairman of the National Steering Committee for ASEAN Single Window, National Single Window and Trade Facilitation; Chairman of the National Council for Sustainable Development; Head of the Central Steering Committee for Reforming Salary, Social Insurance and Preferential Policies; Head of the Steering Committee for Enterprises Reform and Development; Head of the Steering Committee for Handling Shortcomings and Weaknesses of Projects and Enterprises of the industry and trade sector; and Chairman of other national councils and committees under his assigned management areas;

d) Performing other tasks assigned by the Prime Minister.

6- Deputy Prime Minister Bui Thanh Son

a) Cum Foreign Minister;

b) Overseeing and directing: The Ministry of Foreign Affairs and the Ministry of Industry and Trade;

c) Directly overseeing and directing the following areas:

- Diplomacy and external relations,

- Official development assistance and concessional loans,

- Non-governmental aid, foreign non-governmental organizations,

- International integration; monitoring and directing negotiations on, and implementation of bilateral and multilateral commitments,

- Vietnam's relations with regional and international organizations,

- Border work, East Sea and island issues,

- Overseas Vietnamese affairs and foreigners' issues in Vietnam,

- Human rights issues,

- Smuggling and trade fraud prevention and combat,

- Industry; trade; petroleum storage ad supply; logistics services,

- Energy, energy savings; and

- Approving investment policies; directing, inspecting and handling issues arising in projects under assigned management areas;

d) Acting as: Chairman of the Vietnam-China Steering Committee for Bilateral Cooperation; Head of the State Steering Committee for Land Border Demarcation and Marker Planting; Head of the Steering Committee for Human Rights; Head of the State Steering Committee for key national energy works and projects; Head of the National Steering Committee for Combating Smuggling, Trade Fraud and Counterfeit Goods; and Chairman of other national councils and committees under his assigned management areas; and

e) Performing other tasks assigned by the Prime Minister.

7- Deputy Prime Minister Nguyen Chi Dung

a) Overseeing, directing: The Ministry of Science and Technology, the Viet Nam Academy of Science and Technology, and the Viet Nam Academy of Social Sciences;

b) Directly overseeing and directing the following areas:

- Science and technology, innovation, and digital transformation,

- Development of enterprises; collective economy and co-operatives,

- Foreign direct investment, outbound investment,

- Semiconductor, artificial intelligence industries,

- National planning, regional planning, and provincial planning; and

-  Approving investment policies; directing, inspecting and handling issues arising in projects under his assigned management areas;

c) Acting as: Chairman of the National Planning Council; Head of the Steering Committee for Collective Economy and Co-operatives Innovation and Development; in charge of the Vietnam-Laos Inter-governmental Committee; and Chairman of other national councils and committees under his assigned management areas;

d) Assisting the Prime Minister in monitoring and directing the implementation of the tasks and activities of the 14th National Party Congress' Subcommittee for Socio-Economic Affairs;

e) Assisting the Prime Minister in developing a innovation ecosystem in Vietnam and abroad; and

h) Performing other tasks assigned by the Prime Minister.

8- Deputy Prime Minister Mai Van Chinh

a) Overseeing, directing: The Ministry of Ethnic Minorities and Religion, and the Ministry of Culture, Sports and Tourism;

b) Directly overseeing and directing the following areas:

- Ethnic minorities, religions,

- Culture, tourism, sports,

- Communication, media, publication,

- National Target Program for socio-economic development in ethnic minority and mountainous areas for 2021-2030, and National Target Program for Cultural Development for the period 2021-2025; and

- Approving investment policies; directing, inspecting and handling issues arising in projects under his assigned management areas;

c) Acting as: Head of the State Steering Committee for Tourism; Chairman of other national councils and committees under his assigned management areas; and

d) Performing other tasks assigned by the Prime Minister.
