Nearly 75,000 workers sent abroad in first half of 2025

Some 74,691 Vietnamese workers have been sent abroad under contract in the first six months of this year, achieving 57.4% of the annual target of 130,000 workers, according to the Ministry of Home Affairs’ Department of Overseas Labour.
Japan remained the leading destination, receiving 35,240 workers, followed by Taiwan (China) with 28,206 and South Korea with 5,650. Other receiving countries included China (1,478), Singapore (1,100), Hungary (572), and Romania (400), reflecting steady growth in new labor markets.
In June alone, 13,060 workers were sent abroad. Key destinations for the month were Taiwan (6,074), Japan (5,338 workers), and South Korea (673).
The Department noted that efforts to both preserve traditional labor markets and tap into emerging ones have been accompanied by strengthened inspection and supervision of recruitment, training, and deployment activities. These measures aim to enhance the quality of the labor force and ensure the rights and welfare of workers are protected.
Starting from July 1, 2025, the implementation of a two-tiered local government model will introduce a range of new administrative procedures related to overseas labor. The reforms are expected to improve efficiency through greater decentralization and delegation of authority in managing labor export activities.
