New regulations on work permits for foreign workers issued
Decree No. 219 adds a new category of work permit exemptions, which applies to foreign workers who are certified by ministries, ministerial-level agencies, or provincial-level People's Committees to work in Vietnam in specific fields.

The Government has issued Decree No. 219/2025/ND-CP, which provides regulations on foreigners working in Vietnam.
Coming into force on August 7, the decree introduces several new regulations on the issuance of work permits for foreign workers, compared to Decree No. 152/2020/ND-CP and Decree No. 70/2023/ND-CP.
Decree No. 219 specifies that within 10 working days from the date of receiving a complete application dossier for a work permit, the competent authority will review the request and issue the work permit to the foreign worker.
If the request is not approved or the work permit is not issued, the authority must provide a written response clearly stating the reasons within 3 working days from the date of receiving the dossier.
Regarding issuance authority, Decree No. 219 stipulates that provincial-level People's Committees have the authority to issue, re-issue, renew, and revoke work permits and confirmations of work permit exemption for foreign workers employed by an employer with a head office, branch, representative office, or business location in the province where the foreigner is expected to work.
In cases where a foreign worker is employed by a single employer across multiple provinces or centrally-run cities, the provincial-level People's Committee of the locality where the employer's head office is registered holds the authority to issue, re-issue, renew, and revoke the work permit and confirmation of exemption.
Provincial-level People's Committees can decide to delegate the authority to issue, re-issue, renew, and revoke work permits and exemption confirmations to subordinate competent agencies, in accordance with the law.
Additionally, Decree No. 219 adds a new category of work permit exemptions. This applies to foreign workers who are certified by ministries, ministerial-level agencies, or provincial-level People's Committees to work in Vietnam in specific fields, including: finance, science, technology, innovation, national digital transformation, and other priority sectors for socio-economic development.
