At its meeting on January 31, the 13th Party Central Committee made decisions on personnel affairs, according to the Vietnam News Agency.

The Committee discussed the wish of Tran Tuan Anh, Politburo Member, Member of the 13th Party Central Committee, and Chairman of the Party Central Committee’s Economic Commission, and Phan Viet Cuong, Member of the 13th Party Central Committee and Secretary of the Quang Nam Provincial Party Committee, to cease holding positions, stop working, and retire.

Anh was a high-ranking official of the Party and the State and entrusted with important leadership positions by the Party Central Committee and Politburo. As Secretary of the Party Civil Affairs Committee and Minister of Industry and Trade in the 2016-2021 tenure, he exerted every effort in leading and directing activities of the industry and trade sector to obtain significant results. However, he bore political responsibility as leader for letting many violations occur at the Ministry of Industry and Trade, and many officials and Party members broke laws and were subject to criminal, Party, and administrative punishments. Deeply aware of his responsibility towards the Party and the people, he submitted a proposal to cease holding positions, stop working, and retire.

Meanwhile, Cuong was also a high-ranking official of the Party and the State and entrusted with important leadership positions in his locality by the Party Central Committee and Politburo. As Secretary of the Quang Nam Provincial Party Committee in the 2015-2020 and 2020-2025 tenures, he exerted every effort in performing his duties. However, he bore political responsibility as a leader for letting many subordinate Party organizations and members commit violations causing serious consequences and be subject to discipline, with some even given criminal punishments. Deeply aware of his responsibility towards the Party and the people, he submitted a proposal to cease holding positions, stop working, and retire.

Based on existing Party and State rules and the two officials’ personal wishes, the Party Central Committee agreed to allow Anh to cease holding membership of the Politburo and the Party Central Committee in the 13th tenure, and for Cuong to cease holding membership of the Party Central Committee in the 13th tenure.

At the meeting, the Party Central Committee also considered disciplinary measures against Tran Duc Quan, member of the Party Central Committee and Secretary of the Lam Dong Provincial Party Committee, and Nguyen Nhan Chien, former Member of the Party Central Committee and former Secretary of the Bac Ninh Provincial Party Committee.

Quan and Chien showed degradation in political thought, morality, and lifestyle; conducted negative acts; and infringed upon Party regulations and State law while performing their assigned responsibilities and tasks, rules on matters that Party members must not engage in, and their responsibility to set good examples. Their violations resulted in very serious consequences, stirred public concern, and had a negative impact on local Party organizations and administrations, the Party Central Committee said.

Based on the content, nature, level, and consequences of the violations and on the Party’s regulations, the Party Central Committee decided to expel Quan and Chien from the Party.

It also assigned the Politburo to direct relevant agencies to carry out procedures in line with regulations.
