PM attends groundbreaking ceremony of Ninh Binh - Hai Phong expressway
The 117-km expressway linking Ninh Binh, Nam Dinh and Thai Binh provinces with Hai Phong city.

Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Ninh Binh - Hai Phong expressway project’s section passing through Nam Dinh and Thai Binh provinces on May 12, which was connected online to the groundbreaking ceremony for the Hung Phu Industrial Park in Thai Binh.
They are two important projects, playing a key role in promoting the development of northern Thai Binh province and the Red River Delta region.
The Ninh Binh – Hai Phong expressway is 117km long, running through Ninh Binh, Nam Dinh and Thai Binh provinces and Hai Phong port city. It is a strategic transportation route connecting localities in the south of the Red River and south-central region with Lach Huyen port, Cat Bi and Van Don airports and international border gates in the northeastern region.
The section passing through Nam Dinh and Thai Binh provinces has a total length of 60.9km. It will have four lanes and allow a maximum speed of 120 kph. Total investment capital is estimated at nearly VND20 trillion ($766 million). The project will be implemented under the form of public-private partnership.
The Hung Phu IP is projected to cover over 200ha in Thai Binh Economic Zone. It has estimated investment capital of nearly 2 trillion ($76.6 million).
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh emphasised the need for Thai Binh to enhance traffic connectivity and build more industrial parks to achieve rapid and strong development, given that the northern province is rich in historical, cultural, and especially revolutionary traditions, yet it remains economically underdeveloped.
Considering Hung Phu Industrial Park as a public-private partnership model based on the public leadership - private governance method, the Prime Minister directed Thai Binh to promote this cooperation model, organise smart governance, promote green and sustainable development, and attract investment in the direction of high and clean technology.
