Some investors have said that the recent spike in fuel and material prices have resulted in total investment exceeding thresholds. One proposal being made is to suspend investment in projects that are not overly urgent, to focus capital on implementing key projects.

As of February, the Ministry of Transport (MoT) had disbursed VND2.3 trillion ($100.53 million) in public investment capital this year, focusing on expressway projects, urgent railway and road projects, and other key projects. It will disburse VND3.5 trillion ($152.98 million) in March.

South-central Ninh Thuan province is calling for investment in 67 urban, tourism, and resort projects in the 2021-2025 period, including projects with a total investment of more than VND3.5 trillion ($152.2 million). The province aims to develop tourism into a spearhead economic sector.

North-central Nghe An province aims to develop its Southeast Economic Zone to attract 120 projects with total required capital of VND75-90 trillion ($3.3-3.95 billion), of which foreign investment is expected to reach $2.26 billion.

Southern Ba Ria-Vung Tau province will recover nearly 5,600 ha of land next year so that 270 projects can be implemented, including 213 transitional projects on more than 5,204 ha and 57 newly-registered projects on more than 394 ha. It will also adjust the land use purpose for 76.8 ha to implement 31 projects.

The Quang Nam Provincial People’s Committee has approved 41 investment projects in the central province, including commercial housing and commercial - service projects, infrastructure in industrial clusters, and other fields.

Central Da Nang city has allowed 25 key construction works to resume given that Covid-19 has been largely brought under control in the local area, to contribute to the city’s socio-economic development. It also assigned districts to make decisions on which works can resume.

The Hanoi People’s Committee has identified 25 problems relating to the implementation of three groups of investment projects - public investment projects, business investment projects, and public-private partnership (PPP) projects - and brought them to the attention of the special working group reviewing and removing difficulties and obstacles and promoting the implementation of investment projects. Hanoi also proposed solutions to resolve the problems.

Conditions for the disbursement and payment of State’s capital contributions to projects and investor loans in BOT contracts have not been specified, while BT projects have delayed. SAV recommended financial settlements of VND1.13 trillion ($49.15 million) for BOT projects and VND1.8 trillion ($78.3 million) for BT projects.
