Hanoi to ban plastic bags and foam food containers in stores from 2028
The Resolution details measures to cut plastic waste across all sectors, including manufacturing, commerce, services, and daily household activities.

A new roadmap will see Hanoi phase out single-use plastics in markets and convenience stores. Starting January 1, 2027, these establishments must stop providing non-biodegradable plastic bags for free, leading to a complete ban on their circulation by January 1, 2028.
The initiative is part of a Resolution passed by the 16th Hanoi City People's Council on July 10, which aims to reduce plastic waste throughout the city in accordance with Article 28 of the Capital Law (a law on management and development of the capital city).
The Resolution details measures to cut plastic waste across all sectors, including manufacturing, commerce, services, and daily household activities.
Accordingly, manufacturing enterprises using PE (polyethylene) and PP (polypropylene) plastics in packaging, as specified in points d, dd, and e, Clause 2, Article 77 of Government Decree No. 08/2022/NĐ-CP dated January 10, 2022, must use a minimum of 20% recycled content in the aforementioned packaging starting from January 1, 2028. Furthermore, they must use a minimum of 30% recycled content in such packaging starting from January 1, 2030.
The Resolution outlines a gradual reduction in the production and import of single-use plastic products, non-biodegradable plastic packaging, and products and goods containing microplastics.
From January 1, 2028, non-biodegradable plastic packaging (including non-biodegradable plastic bags and styrofoam containers for food) shall not be used for direct contact with food, except for products and goods that are sold in their original, pre-existing non-biodegradable packaging.
From January 1, 2031, the production and import of single-use plastic products (excluding those certified with the Vietnam Green Label), non-biodegradable plastic packaging, and products/goods containing microplastics will cease.
This ban does not apply to products manufactured for export, and the production and import of non-biodegradable packaging used to package finished products and goods for sale in the market.
