Northern Hai Phong city proposes incentives for new routes to Cat Bi Airport routes
Cat Bi Airport, which previously operated 16 routes, has now reduced to nine routes due to the impact of post-COVID-19 global economic recession.

According to a proposal submitted by the People's Committee of Hai Phong City to the city People's Council, incentive mechanisms and policies will be applied to support airlines in opening and operating new routes to and from the city's Cat Bi International Airport.
This initiative aims to promote tourism development and enhance connectivity across various modes of transportation.
Currently, the airport hosts six airlines, including four domestic carriers, namely Vietnam Airlines, Bamboo Airways, VietJet Air, and Jetstar, and two foreign airlines: Donghai Airlines and Ruili Airlines from China.
These airlines used to operate 12 domestic routes and four international routes connecting to Cat Bi airport.
However, since 2023, the impact of the global economic recession following the COVID-19 pandemic has led to the temporary closure of many routes from Hai Phong to both domestic and international destinations. Cat Bi Airport, which previously operated 16 routes, has now reduced to nine routes.
The reduction in routes and the decrease in flight frequency to and from Cat Bi International Airport have affected trade, socio-economic development, and cultural and tourism exchanges between Hai Phong and other localities both nationally and internationally.
According to the city People's Committee, the National Assembly has authorized the city to implement special mechanisms beyond expenditure regulations, standards, and norms prescribed by the Government and the Ministry of Finance to carry out socio-economic development tasks.
Therefore, Hai Phong needs to develop policies to support airlines in opening new routes to and from Cat Bi International Airport. This will facilitate the expansion of trade and socio-economic development in Hai Phong and the coastal provinces of the Northern region.
