Experts have said that Vietnam is at a suitable stage to develop hybrid cars within its automotive electrification strategy, to reduce environmental damage and limit the use of fossil fuels. The government should soon issue appropriate policies to encourage technological innovation, moving towards the electrification of the automotive industry and the automotive market.

Vietnam has begun its largest Covid-19 vaccination campaign as this is the best solution to control the pandemic as quickly as possible. Vaccination rates, however, remain low. It is necessary to utilize all resources to accelerate the campaign, with mobilizing more non-public medical forces becoming essential.

The Swiss Government will provide support of CHF70 million ($80 million) to Vietnam in the 2021-2024 period to improve the country’s business environment and the competitiveness of its private sector.

The Civil Aviation Authority of Vietnam (CAAV) has suggested that vehicles used to transfer passengers to and from Hanoi’s Noi Bai International Airport be considered “green lane” means of transport, which are prioritized to operate in special lanes into Covid-19 prevention and control areas. It has also suggested that there be written instructions for Vietnamese citizens wanting to return to Vietnam as well as guidelines for airlines carrying passengers from Vietnam to international destinations, so they will not be forced to return to the country.

Switzerland has affirmed it will continue to provide ODA to Vietnam in the 2021-2024 period in the fields of human resource training, urban development, poverty alleviation, and sustainable development. The country will also provide 500,000 Covid test kits, 300,000 face masks, 30 ventilators, and other medical equipment and supplies. The two countries will focus on cooperation in sustainable development, modern governance, human resources training, innovation, and digital transformation.

The Prime Minister has signed Decree No. 69/2021/ND-CP, effective from September 1, on the “Renovation and reconstruction of apartment buildings”, replacing Decree No. 101 from 2015. According to the Ho Chi Minh City Real Estate Association (HoREA), more than 2,000 old apartment buildings around the country that are 50 years of age or older are in need of renovation or reconstruction and the endeavor will be costly.

Profit growth among businesses in Vietnam slowed in the second quarter and will continue to be significantly affected by Covid-19 in the third quarter. Tourism, aviation, and beverage businesses are forecast to experience another difficult quarter, while those in retail and transportation will see difficulties during their recovery.

Although Vietnam is already an attractive destination for investment, it is still necessary to further reform the legal framework and business environment. There will be many major opportunities for EU investors to enter into Vietnam in the post-pandemic period.

Rising exports, steady FDI attraction, and stable economic growth all affirm Vietnam’s potential for future development post-pandemic. Foreign investors and experts are also being given priority to enter the country so that foreign businesses can expand their investment.

Vietnam’s national railway network will expand over the next decade and maintain links between localities and regions and with international railway networks. The nine new routes to be built are all key traffic axes and will bring the total length of the network to 4,871 km. By 2030, the railway network will need total investment capital of VND240 trillion ($10.46 billion) and a land fund of 5,686 ha.

Covid-19 has negatively affected Vietnam’s dragon fruit exports to China. The Ministry of Industry and Trade will therefore support businesses to find partners and export the fruit to India and Pakistan - two markets of potential boasting cooperative relations with Vietnam.

A proposal has been made to extend the tax incentive program for domestically-manufactured and assembled cars beyond 2022. The program will continue to maintain a 0 per cent tax rate on imported auto components, and at the same time amend and supplement a number of regulations relating to emissions, localization ratios, preferential consideration periods, and output.

Vietnam still boasts potential for future development despite Covid-19, thanks to increased export activities, continued FDI attraction, and steady economic growth. It also gives foreign investors and experts priority to enter the country.

The government has decided to add VND1 trillion ($43.81 million) to the National Target Program on building new rural areas in 2021. More than 62 per cent of communes around the country have now met the new rural standards, and all communes in 12 cities and provinces have met the standards.

The draft decision to accept the “National digital transformation program to 2025 and orientation to 2030” sets specific goals in the development of digital infrastructure, digital data, digital identity, digital payments, digital skills, digital workforce, digital businesses, and a safe and healthy digital environment, while improving Vietnam’s national ranking.

Vietnam’s aviation sector is forecast to continue facing difficulties in the second half of the year.

Despite Covid-19 hitting many cities and provinces, Vietnam’s export activities in the first seven months of the year witnessed high levels of growth, with turnover increasing 25.5 per cent over the same period last year to $185.33 billion.

At the “Impacts of the Covid-19 pandemic on the economy and options for Vietnam” webinar, organized recently by the International Society of Vietnam Economists (ISVE), analysts said that the country must choose between economic damage now or in the future.

Vietnam has posted a trade deficit of $2.7 billion for the first seven months of 2021.

Covid-19 has interrupted the exportation of agricultural products to China - the most important market for Vietnam’s northern provinces.
