Ministry backs feasibility study for a proposed airport in Ninh Binh province

The Ministry of Construction has formally requested the People’s Committee of Ninh Binh province in Northern Vietnam to develop a proposal assessing the feasibility of a projected airport in the province.

Once completed, the proposal will be submitted to the ministry for review before being reported to the Prime Minister.

This initiative follows a proposal from Xuan Truong, a private enterprise that has expressed interest in investing in and constructing an international airport in the province. The project is expected to be financed through a combination of Ninh Binh’s provincial budget and private sector investment, without drawing on the central government’s funds.

However, the proposal faces a key challenge. Under Decision No. 648/QĐ-TTg, issued by the Prime Minister on June 7, 2023, which outlines the national airport system master plan, no potential airport location has yet been designated for former Ninh Bính, Nam Dinh  and Ha Nam provinces which have been merged into Ninh Binh now since July 1, 2025.

Of the 12 potential new airport sites identified in the national plan, only three have been officially approved, including Gia Binh (in Bac Ninh province), Mang Den (in Kon Tum province), and Van Phong (in Khanh Hoa province).

Despite this, the Ministry of Construction maintains a positive outlook. It believes that following the administrative merger, new Ninh Binh province will be better positioned for socio-economic development, particularly in the services and aviation sectors.

As such, the ministry considers the research, planning, and investment in a new airport to be a legitimate and strategic need aligned with the province’s long-term development goals.
