Proposed technology in product quality management and traceability

Draft law requires application of technology in quality management and product traceability.

In the draft amendment to the Law on Product and Goods Quality, the Ministry of Science and Technology proposes supplementing regulations on the application of technology in quality management and product traceability.

The draft proposal states that the application of technology is one of the measures to manage product and goods quality, including the use of codes, barcodes, and e-labeling.

According to the ministry, these tools serve manufacturers in monitoring product quality, tracing and identifying the origin and causes of product-related incidents; consumers in searching and finding product quality information; and provide convenience for competent State agencies in managing the production and circulation of products.

Particularly, codes and barcodes help promote trade and international integration by facilitating businesses' participation in global e-commerce; enabling convenient product traceability and providing product data to trade partners; integrating with customs and tax data to facilitate declaration, customs clearance, and tax calculation; and supporting the control of import and export goods flows.

To prevent fraudulent origin by using a third country as a transit point for exporting counterfeit goods, some countries have applied measures to suppress counterfeit goods and fraudulent origin to ensure the reputation of their national products.

Similarly, in Vietnam, customs authorities and competent management agencies proactively detect, prevent, and handle acts of fraud, counterfeiting of origin, product labeling, intellectual property infringement, and illegal goods transshipment.

Verifying the use of foreign codes, strengthening inspection and supervision of product labeling in circulation, will help timely detect violations in Vietnam, thereby enhancing the competitiveness of Vietnamese products in the international market and increasing transparency of product origins, building trust with customers.

The ministry believes that in the current context, the digital transformation will bring added value to businesses, helping them create new value by providing customers with new experiences; facilitating the export of products and goods, and enhancing reputation and brand in the domestic and international markets.
