Minister of Transport Nguyen Van The has said the Ministry is expected to disburse about VND3.8 trillion ($166.2 million) in April; 5 per cent higher than the national average. By the end of the second quarter, its disbursement rate will be 10 per cent higher than the national average.

As of February, the Ministry of Transport (MoT) had disbursed VND2.3 trillion ($100.53 million) in public investment capital this year, focusing on expressway projects, urgent railway and road projects, and other key projects. It will disburse VND3.5 trillion ($152.98 million) in March.

To reach the goal of disbursing more than VND50 trillion ($2.19 billion) in investment capital in 2022, Minister of Transport Nguyen Van The has been directing the speeding up of the process since the beginning of the year. He has also directed specialized departments to propose amendments to laws in line with actual circumstances, focusing on the Law on Aviation, the Law on Inland Waterways, the Law on Maritime Affairs, and the Law on Railways.

The Prime Minister has signed Official Dispatch No. 126/CD-TTg urging the effective implementation of the socio-economic recovery and development program promulgated earlier in Resolution No. 11/NQ-CP from the government, which requires that the disbursement of public investment capital be sped up.

The Ministry of Finance (MoF) has asked ministries and ministerial-level agencies to urgently allocate public investment capital in 2022 in preparation for disbursement. Regarding foreign capital, it has asked investors to soon complete applications for capital withdrawal and forward these to the ministry.

As of the end of December, the Ministry of Transport (MoT) had disbursed VND37.171 trillion ($1.64 billion) of public investment capital, or 85.6 per cent of the annual plan. For disbursement to hit at least 96 per cent of the plan, the ministry will have to disburse at least VND4.4 trillion ($194.1 million) in January.

The disbursement of public investment has reached only 55.8 per cent of the annual plan. The government has called for the process be speeded up in the closing months of the year, with the pandemic now largely under control.

As of the end of September, central Da Nang city had disbursed VND3.5 trillion ($153.97 million) in public investment capital, or 50.5 per cent of the plan. The city is actively speeding up progress at large-scale and key projects and creating an open investment environment for businesses.

According to FiinPro, gold and USD are no longer the prioritized investment channels for Vietnamese youngsters. Their money is primarily flowing into the stock market and is likely to remain there until next year.

The disbursement of State budget capital remained sluggish in the first eight months of 2021 due to localities implementing social distancing measures, with total investment capital from the State budget falling 0.4 per cent year-on-year. In August alone, total investment capital from the State budget was down 7.1 per cent against July and 24.7 per cent year-on-year.

According to the Hanoi People’s Committee, as of August 10, the disbursement of public investment capital for development stood at just 23.5 per cent of the 2021 plan. The city will reduce and transfer capital for projects that are behind schedule or unable to disburse all capital this year, and increase capital to projects with high disbursement levels in order to reach the annual goal.

The Prime Minister has requested that heads of ministries, agencies, and localities with a public investment disbursement rate of less than 25 per cent identify solutions to speed up the process. He also directed them to transfer capital to other ministries, agencies, and localities if the disbursement rate remains at less than 60 per cent in the third quarter. As of the end of July, the disbursement rate at certain agencies was 0 per cent.

Vietnam’s stock market remains in the accumulation phase and there may be some corrections. The short-term trend is still positive, so short-term investors will be able to take advantage of these corrections to increase their holdings and buy new stocks.

The Ministry of Transport (MoT) held an online meeting on July 29 regarding ongoing projects and planned future projects.

An online conference on the disbursement of ODA and foreign concessional loans this year is to be held in August and be chaired by Deputy Prime Minister Pham Binh Minh. The conference will discuss difficulties and obstacles in the preparation, implementation, and disbursement of programs and projects and propose specific solutions to accelerate the disbursement of foreign capital over the remaining months of the year.
