Prime Minister Pham Minh Chinh has asked the Ministry of Finance to review and amend inadequate existing regulations, strengthen sanctions on violations of the law on the stock market to protect investors, and urgently introduce measures to upgrade Vietnam’s stock market from frontier market to emerging market status.

The government will focus on implementing the pandemic prevention and control program and the program for socio-economic recovery and development during 2022, with three main tasks: restoring and promoting production and business, boosting exports, and accelerating the disbursement of public investment capital and mobilizing all resources to develop infrastructure, especially strategic infrastructure.

Recent provisional regulations issued by the government specify four pandemic levels in which specific socio-economic activities are allowed to operate. Intra-provincial and inter-provincial goods transportation and circulation, production plants, and traffic and construction works are allowed to operate at all four levels.

Four ministries and the State Bank of Vietnam (SBV) have been directed to handle petitions to support airlines in borrowing at preferential interest rates to deal with short-term debts of over VND50 trillion ($2.19 billion) and restore domestic and international flights.

The government has proposed the continuation of exemptions and reductions on taxes, late tax payment fees, and land rentals payable in 2020 and 2021, which would lower State budget revenue by VND21.3 trillion ($934.35 million).

New Resolution to help businesses overcome the impact of the pandemic.

The difficulties posed by Covid-19 have almost exceeded the tolerance of many small and medium-sized enterprises (SMEs) in Ho Chi Minh City. Some 5,000 signatures have been collected for a petition to the Prime Minister and ministers seeking assistance in tackling the difficulties. SMEs account for 97.8 per cent of all enterprises in Vietnam.

Some VND233.67 trillion ($10.16 billion) came from the State budget in the first seven months of 2021 to pay government debt, of which domestic debt was about VND198.9 trillion ($8.66 billion) and foreign debt about VND34.77 trillion ($1.51 billion).

The Prime Minister has directed the establishment of a special working group to support businesses and at the same time advise the government on appropriate solutions.

The government has asked telecommunications providers to consider reducing their charges to help people affected by Covid-19.

The National Assembly (NA) approved the government structure and number of members in the 2021-2026 tenure on August 28.

The government is preparing the State budget estimate for 2022, with the proportion of development investment spending to increase to 28-29 per cent of total expenditure. Notable indicators include spending by the central bank to increase by 6-8 per cent and revenue from import and export activities to rise by 4-6 per cent.

Prime Minister has approved Decision no. 942/QĐ-TTg which assigned State Bank of Vietnam to research, develop and test e-money using blockchain technology.
