Ninh Binh to build new administrative center for $115 mln

The Ninh Binh Provincial People’s Council has approved an investment plan to construct a centralized provincial administrative center in Ninh Khanh Ward, Hoa Lu City—a project of strategic importance in anticipation of the merger of Ninh Binh, Nam Dinh, and Ha Nam provinces as from July 1.

The newly merged province will retain the name Ninh Binh, with Hoa Lu City serving as its political and administrative capital.

The new administrative center is envisioned as the future headquarters for provincial-level agencies, designed to streamline operations, promote organizational efficiency, and enhance accessibility for both citizens and businesses.

Spanning a site of approximately 10.36 ha, the project will comprise a total floor area of about 120,500 sq.m. Key features include: an 8-story main building with a ground floor and basement, a multi-purpose hall accommodating up to 500 seats, a complete technical infrastructure system and various auxiliary facilities.

With an estimated investment of VND3 trillion (nearly $115 million), the project is expected to be completed by 2027.

Beyond serving administrative functions, the center is set to become an architectural and urban landmark, contributing to Hoa Lu’s role not only as a governance hub but also as a tourist destination, given the city’s rich historical and cultural legacy.
