Northern Hai Phong city has proposed nine specific development mechanisms and policies in a draft scheme on its development submitted to the National Assembly. The proposal to build a free trade zone is considered a breakthrough measure.

The Hai Phong City People’s Committee has issued a plan to improve its Provincial Competitiveness Index (PCI) in 2021-2022 and give its business and investment environment a boost. The northern port city will focus on improving three major components of the PCI: transparency, business support services, and human resources training.
