By 2030, 1,000 pieces of foreign technology will have been transferred to Vietnam and 30 decoded and mastered. The number of FDI projects with technology transfer for domestic enterprises has increased 15 per cent each year, and 70 per cent of enterprises producing key products in priority industries invest in research and development infrastructure to serve the transfer and attraction of technology.

The government has issued preferential policies to support businesses to innovate and catch up with development trends, while the Ministry of Planning and Investment is developing a program to support digital transformation at enterprises, cooperatives, and household businesses in the 2021-2025 period. In the Global Innovation Index 2021, Vietnam ranks 44th out of 132 countries and territories, leading the group of 34 low middle-income countries.

Northern Hai Phong city has proposed nine specific development mechanisms and policies in a draft scheme on its development submitted to the National Assembly. The proposal to build a free trade zone is considered a breakthrough measure.

The draft decision to accept the “National digital transformation program to 2025 and orientation to 2030” sets specific goals in the development of digital infrastructure, digital data, digital identity, digital payments, digital skills, digital workforce, digital businesses, and a safe and healthy digital environment, while improving Vietnam’s national ranking.

The Ministry of Planning and Investment (MPI) has proposed that northern Thanh Hoa province’s loan balance be increased to no more than 60 per cent of granted budget revenue. In order to ensure funds for major development projects in the province, Thanh Hoa can borrow through various forms, such as issuing local government bonds, loans from domestic financial institutions and other domestic organizations, and from the government’s foreign loans.
