Ho Chi Minh City will kick-off construction this month of four new projects in social housing, worker accommodation, and upgrades to old apartment blocks, bringing more than 3,000 units on to the market. Under planning, the city is to develop 2.5 million sq m of social housing in the 2021-2025 period, or 35,000 apartments.

Ho Chi Minh City will announce 55 projects in Hoc Mon and Cu Chi districts calling for total investment capital of VND285 trillion ($12.5 billion) at the Investment Promotion Conference in the city, to be held shortly and chaired by State President Nguyen Xuan Phuc.

Ho Chi Minh City has proposed to the Prime Minister the decentralization of approval to adjust its general planning to ensure synchronization, harmony, and suitability in each stage of development. The city has also proposed adjusting the Law on Urban Planning in order to shorten and simplify related procedures.

Ho Chi Minh City has set four goals for 2022: preventing Covid-19; improving the quality of urban authority; bolstering the investment environment and reforming administration; and promoting production and business. To become a regional financial center in the future, the southern city needs the support of overseas Vietnamese.

Exporters in Ho Chi Minh City are facing a range of difficulties, such as soaring sea freight costs, a lack of input materials, and a shortage of workers. The city has therefore developed a project on export development to 2025 and vision to 2030, which sets an average annual export growth target of 9.5 per cent in the 2021-2025 period and 9 per cent in the 2026-2030 period.

There are currently 474 old apartment buildings in Ho Chi Minh City in need of renovation, of which 237 Grade-D (Dangerous) buildings cannot be renovated and must be demolished. The city plans to demolish 14 Grade-D apartments this year and build new blocks.

Ho Chi Minh City has proposed holding an auction of land along Ring Road No. 3, to acquire capital for construction. The route passes through the city and Binh Duong, Dong Nai, and Long An provinces and has total investment of VND83.3 trillion ($3.6 billion). After nearly ten years of construction, however, only 16.3 km has been built due to financial difficulties.

Ho Chi Minh City has developed a socio-economic development plan for 2022 with 19 targets, of which gross regional domestic product (GRDP) growth is to reach 6-6.5 per cent. Other targets include restoring the service economy, promoting industrial development, developing transport infrastructure, and speeding up housing construction, among others.

Ho Chi Minh City plans to welcome international tourists in 2022 as well as overseas Vietnamese returning to the country at the end of this year and the beginning of the new year, especially for the Lunar New Year (Tet) holiday in early February.

The coefficient for land price adjustments in Ho Chi Minh City and neighboring Dong Nai province in 2022 will be the same as in 2021. This will therefore be the fourth year in Ho Chi Minh City and the second in Dong Nai that the coefficient has not changed.

In the third session of the Ho Chi Minh City People’s Council, tenure X, 2021-2026 term, the city proposed building the Ho Chi Minh City - Moc Bai Expressway connecting it with the Moc Bai border gate in Tay Ninh province. Total investment in the first phase from 2021 to 2025 is VND15.9 trillion ($700 million).

The Ministry of Transport has proposed two options for conducting regular domestic flights between Hanoi and Ho Chi Minh City from October 10, to avoid major damage to the aviation sector as well as the national economic recovery plan.

The Thu Thiem 2 Bridge connecting District 1 and Thu Duc City in Ho Chi Minh City, with total investment of more than VND4 trillion ($175.97 million), is expected to be opened on April 30, 2022.

People in Ho Chi Minh City who have had two doses of Covid-19 vaccine or are proven to have antibodies will be granted a “green card” and can participate in almost all economic and production activities.

The Ho Chi Minh City People’s Committee held a meeting on Covid-19 between city authorities and representatives of FDI enterprises in the city on August 20. City leaders told the FDI enterprises that the city will remove difficulties and restore production and business as well as speed up the second round of vaccinations for workers.

Ho Chi Minh City Department of Planning and Architecture has just sent a report to the City People's Committee on the review of land funds along metro lines, highways and ring roads in the area. Accordingly, there are 10 projects around the station of metro line 2. In which, there are 4 projects that have been approved with the list and recorded capital for implementation; 2 projects (Tao Dan station and Bay Hien station) have been approved, but have not yet recorded capital for implementation; 1 project around Pham Van Hai station is being implemented to perform tasks; 3 projects in the area around Le Thi Rieng, Dan Chu and Hoa Hung stations are conducting bidding to select consultants.

At a meeting with the Ho Chi Minh City People’s Committee, Deputy Prime Minister Vu Duc Dam emphasized that the city should apply flexible methods to create favorable operating conditions for food processing, food, and e-commerce businesses in the city.

While inspecting Ho Chi Minh City on July 29, State President Nguyen Xuan Phuc asked that city authorities continue to implement social distancing to control Covid-19, while adopting synchronous measures to protect people’s lives and minimize the fatality rate.

A shipment of 659,900 doses of AstraZeneca’s Covid-19 vaccine arrived in Ho Chi Minh City on July 29.
